I was sent a size 24 x 28 when I ordered a 28x28

I was highly disappointed with my order. Whoever packaged it sent the wrong size pants. The bag stated 28x28 but when you open the package the pants size is a 24x 28. This product is not refundable or returnable so now I’m stuck with an item that doesn’t fit.
